Since she was released the next day, and soon landed in Washington, the need for this demonstration disappeared.&lt;br&gt;&lt;br&gt;&lt;b&gt;Proposal (passed by consensus)&lt;/b&gt;&lt;br&gt;&lt;br&gt;On July 27, John LaPietra proposed authorizing three members of Allegan County Greens to be election challengers for Benton Harbor. Belatedly, I support this position.&lt;br&gt;&lt;br&gt;&lt;b&gt;2010 National Meeting Discussion (ongoing)&lt;/b&gt;&lt;br&gt;&lt;br&gt;It was announced on this list around the middle of June that the United States Social Forum will be held in Detroit, June 20-26, 2010. Since that time, there has been a lot of discussion about whether the GPUS annual national meeting should be held in Michigan in conjunction with the USSF - before, after or overlapping. No particular idea has gotten close to consensus, or even close to majority support. No particular idea has been formulated so that we might vote on it.&lt;br&gt;&lt;br&gt;&lt;b&gt;Proposal (did not pass)&lt;/b&gt;&lt;br&gt;&lt;br&gt;Proposed by Linda Cree: GPMI to sponsor an amendment to the GPUS bylaws to allow individuals certified by their state parties as delegates to the NC by the date of the election to be elected to the National Steering Committee.  The State Central Committee of the Green Party of Michigan (GPMI) has passed by consensus a motion to oppose Michigan House Bills 5128 and 5127. &lt;br&gt;&lt;br&gt;  HB 5128 would give a council dominated by agribusiness interests the ability to set welfare standards for animals on factory farms. &lt;br&gt;&lt;br&gt;  HB 5127 goes even farther, granting the Department of Agriculture the sole authority to regulate farm health and welfare, and requiring the Department to adopt current industry standards &amp;ndash; many of which are extremely cruel. &lt;br&gt;&lt;br&gt;  The corresponding bills in the Michigan Senate are SB 654 and 655, respectively. &lt;br&gt;&lt;br&gt;  &amp;ldquo;It&amp;#39;s a special interest power-grab designed to undermine the wishes of local citizens and communities concerned about food safety, public health, animal welfare, and the environment,&amp;rdquo; says Richard Kuszmar of the Macomb County Greens. &lt;br&gt;&lt;br&gt;  &amp;ldquo;It is a classic case of bad public policy, seeking to ensure that the foxes are guarding the henhouse. The Green Party of Michigan urges everyone to contact their state legislators and voice their opposition.&amp;rdquo; &lt;br&gt;&lt;br&gt;  GPMI Vice-Chair Art Myatt points out, &amp;ldquo;The bill contains a provision to override any local laws relating to animal treatment or the conditions in which they could be kept. That&amp;#39;s half again as high in both votes and percentage as Cobb in 2004, though roughly 1/10 of our result with Nader in 2000. &lt;br&gt;&lt;br&gt;&lt;b&gt;US SENATE: &lt;/b&gt;&lt;br&gt;Harley Mikkelson&amp;#39;s 44,342 votes and 0.9133% share edge our best previous finish at this level, Matt Abel in 2000 (37,542 votes for 0.9008% of the total). However, both Matt and Eric Borregard in 2002 finished 3rd, while Harley and David Sole in 2006 both ended up in 4th. But his 3,496 votes and 1.0979% share were only good for 4th place, possibly because the US Taxpayers Party didn&amp;#39;t have a candidate in the race this year to split votes with the Libertarians. &lt;br&gt;&lt;br&gt;&lt;b&gt;US HOUSE/7th DISTRICT: &lt;/b&gt;&lt;br&gt;OTOH, Lynn Meadows got more than twice the votes and percentage of our 2004 candidate in this race, Jason Seagraves. And considering all the money spent by the two major-party candidates in this race, her 9,529 votes and 2.9579% share (easily good enough for 3rd place) are a very good result. It could be that some voters remembered her from the 2006 ballot -- or that some people were disgusted by all the robocalls and other negative campaigning and just voted for her as a decent alternative. &lt;br&gt;&lt;b&gt;&lt;br&gt;US HOUSE/8th DISTRICT: &lt;/b&gt;&lt;br&gt;Aaron Stuttman built on his 2006 run, adding almost 1,500 votes for a total of 3,841 this year. And he held onto 4th place, getting over 1% (1.0616%) this time. &lt;br&gt;&lt;b&gt;&lt;br&gt;US HOUSE/9th DISTRICT: &lt;/b&gt;&lt;br&gt;Doug Campbell finished last, as Matt Abel had done before him in 2006. But Doug&amp;#39;s 4,800 votes were only 137 behind the Libertarian this time. (Mind you, both of them together barely topped Kevorkian.) And, while Matt was slightly under 1%, Doug was well over it (1.3580%). &lt;br&gt;&lt;br&gt;&lt;b&gt;US HOUSE/10th DISTRICT: &lt;/b&gt;&lt;br&gt;Candace Caveny doubled her vote count and more (1,897 to 4,212) and added a whole half-percent to her vote share (0.7020% to 1.2147%). She did still finish 4th, but she too was much closer to the Libertarian this year -- and this time, unlike in 2006, there was no US Taxpayers Party candidate to possibly hold down the Libertaran vote. &lt;br&gt;&lt;b&gt;&lt;br&gt;US HOUSE/11th DISTRICT: &lt;/b&gt;&lt;br&gt;We&amp;#39;ve had two previous candidates for 11th District US House -- though the first time was in 2000, when the districts were different. So it&amp;#39;s fairer to compare Erik Shelley&amp;#39;s run with William Boyd&amp;#39;s in 2002. Boyd had a higher percentage and a higher-place finish (3rd, ahead of a UST rival). But Erik topped 5,000 votes for the first time (with 5,059) -- good enough for 1.4714% of the vote. &lt;br&gt;&lt;br&gt;&lt;b&gt;US HOUSE/12th DISTRICT:&lt;/b&gt; &lt;br&gt;Again, we&amp;#39;ve had two candidates in a race with this number on it -- but again, one of them was in 2000 when the 12th District was different. Comparing Bill Opalicky this year to Art Myatt in 2006, we see improve- ment in votes (1,735 to 3,841) and percentage share of votes (0.7226% to 1.2298%). &lt;br&gt;&lt;br&gt;&lt;b&gt;US HOUSE/13th DISTRICT: &lt;/b&gt;&lt;br&gt;George Corsetti set a new high figure for a GPMI candidate in any US House race, with 9,579 votes -- breaking Aimee Smith&amp;#39;s old record of 9,443 from 2006 and edging out Lynn Meadows by 50. He also joined Aimee as the only Michigan Greens ever to top 4% in a US House race (though his 4.2416% is still second to Aimee&amp;#39;s 4.5667%). He easily took 3rd over his Libertarian opponent, and more than doubled the vote count and share of 2004 GPMI candidate Thomas Lavigne. There may have been a particular reason or two for this good showing which was out of our control -- but good on George, and the rest of us, for taking proper advantage of that reason. &lt;br&gt;&lt;br&gt;&lt;b&gt;US HOUSE/14th DISTRICT: &lt;/b&gt;&lt;br&gt;Clyde Shabazz&amp;#39;s 8,012 votes against John Conyers (in a race with no Republican and only a Libertarian opponent to pick up that slack) only put him in 3rd place. But I believe that would also be our 4th highest vote count in a US House race ever. And I know it&amp;#39;s twice as many as our two previous candidates in the 14th (Lisa Weltman in 2004 and John Litle in 2002) put together. It&amp;#39;s a bit more than twice as many, in fact -- and twice as high a share as theirs put together. &lt;br&gt;&lt;b&gt;&lt;br&gt;US HOUSE/15th DISTRICT: &lt;/b&gt;&lt;br&gt;Aimee Smith got 7,080 votes (2.1599% of the total). That&amp;#39;s not as many votes, or as high a percentage, as in 2006 -- when Dingell had no Republican opposition. OTOH, she was down by only about 1/4; the Libertarian and US Taxpayers candidates lost half or more of their votes. And 7,080 is still the 5th highest vote count for a Green in a Michigan US House race -- so she has two of the top five results. &lt;br&gt;&lt;br&gt;&lt;b&gt;MICHIGAN HOUSE/3rd DISTRICT: &lt;/b&gt;&lt;br&gt;Fred Vitale boosted his vote count by 1/3 (350 to 468) and almost held onto his vote share (1.8571% to 1.6492%) despite a big Democratic year -- and a Democratic candidate who wasn&amp;#39;t an incumbent in 2006 but was this time. &lt;br&gt;&lt;br&gt;&lt;b&gt;MICHIGAN HOUSE/7th DISTRICT:&lt;/b&gt; &lt;br&gt;Derek Grigsby doubled his vote (622 to 1,342) and boosted his percentage (2.7755% to 4.3143%). His opponent in 2006 was term-limited this time, so he faced a different Democrat. &lt;br&gt;&lt;br&gt;&lt;b&gt;MICHIGAN HOUSE/24th DISTRICT:&lt;/b&gt; &lt;br&gt;Jody Beaubien was a first-time candidate, not only for herself but also for us in this district. Her 1,678 votes and 3.5252% share -- as the only alternative to the duopoly -- prevented the winning Democrat from claiming a majority. (Paging IRV and GOP?) &lt;br&gt;&lt;br&gt;&lt;b&gt;MICHIGAN HOUSE/25th DISTRICT: &lt;/b&gt;&lt;br&gt;Likewise, Richard Kuszmar was our first candidate in this district. In a race where the Democrat won by almost 30% and there were five parties represented, it&amp;#39;s a decent result to have edged out the US Taxpayers candidate and been within 200 of the Libertarian (453 votes; 1.0611%; 4th). &lt;br&gt;&lt;b&gt;&lt;br&gt;MICHIGAN HOUSE/27th DISTRICT: &lt;/b&gt;&lt;br&gt;Shelly Bane got half again as many votes as Art Myatt did in this same district way back in 2002 (875 to 1,366) -- and she edged over the 3% mark he flirted with (2.9324% to 3.0717%). Again, this has been a heavily Democratic district -- the margin went over 3 to 1 this year. &lt;br&gt;&lt;b&gt;&lt;br&gt;MICHIGAN HOUSE/35th DISTRICT:&lt;/b&gt; &lt;br&gt;Franklin D. R. Harden was another candidate making GPMI&amp;#39;s first foray into a race. In a district which the previous incumbent had built up from 4-to-1 Democratic to 8-to-1, getting 894 votes (1.9084%) meant being closer in ratio to the Republican than the Republican was to the Democrat. &lt;br&gt;&lt;br&gt;&lt;b&gt;MICHIGAN HOUSE/53rd DISTRICT: &lt;/b&gt;&lt;br&gt;Matt Erard more than doubled his vote count (847 to 2,199) -- and almost doubled his percentge (2.5111% to 4.5515%). That&amp;#39;s probably partly name familiarization . . . but it may well also be partly from being affiliated with a party on the ballot this year (as he wasn&amp;#39;t in 2006). &lt;br&gt;&lt;br&gt;&lt;b&gt;STATE BOARD OF EDUCATION: &lt;/b&gt;&lt;br&gt;Dwain Reynolds set new highs for us in this race with 94,856 votes and a 1.1211% share (topping Pete Ponzetti in 2004 and Kevin Carey in 2006 respectively). His 7th-place finish was good, considering he beat one of the Libertarians and one of the US Taxpayers candidates; the top third-party finisher was the other UST candidate, Karen Adams -- who may have been a familiar name: she&amp;#39;d run for U-M Regent in both 2004 and 2006. &lt;br&gt;&lt;br&gt;&lt;b&gt;U-M BOARD OF REGENTS: &lt;/b&gt;&lt;br&gt;Ellis Boal got 102,158 votes -- a total topped previously only four times, twice in this race (Scott Trudeau in 2000 and Susan Fawcett in 2002, the latter our top vote-getter of all time before this year). Ellis&amp;#39;s 1.2299% share was again good for 7th place -- this time, behind the two Libertarians but ahead of both US Taxpayers candidates. &lt;br&gt;&lt;i&gt;&lt;br&gt;&lt;b&gt;&lt;/b&gt;&lt;/i&gt;&lt;b&gt;MSU BOARD OF TRUSTEES: &lt;/b&gt;&lt;br&gt;Therese Storm got 114,569 votes, topping our previous best in this race -- the 112,249 votes for Lauren Spencer in 2006. And Therese&amp;#39;s 1.3747% share and 6th-place finish are second only to Lauren&amp;#39;s 1.7371% and 5th. The vote count puts her fourth on our all-time list behind Susan Fawcett and Donnelly Hadden (whom we nominated for Supreme Court, also in 2002) -- and . . . &lt;br&gt;&lt;b&gt;&lt;br&gt;WAYNE STATE BOARD OF GOVERNORS:&lt;/b&gt; &lt;br&gt;Margaret Guttshall -- our new top vote-getter to date, with 140,169 votes. Her 1.7374% share is also our best percentage in the WSU race, and her 6th-place finish means she also beat one Libertarian and both US Taxpayers candidates. The fact that this was Margaret&amp;#39;s third consecutive run for the position may have made some of the difference. &lt;br&gt;&lt;b&gt;&lt;br&gt;Allegan COUNTY/Lee Township Supervisor: &lt;/b&gt;&lt;br&gt;John Walker, the first candidate of our new/pending Allegan County local, placed a respectable 3rd in a reportedly very duopoly-controlled area with 113 votes (10.7008% of the total). &lt;br&gt;&lt;br&gt;&lt;b&gt;Calhoun COUNTY/Clerk-Register of Deeds: &lt;/b&gt;&lt;br&gt;John Anthony La Pietra got 2,502 votes -- good enough for 4.1090% of the total. And, on the surface at least, that 4%+ share seems to have come almost straight out of the Republican incumbent&amp;#39;s share. To be sure, there were probably other factors which might have boosted the Democratic challenger&amp;#39;s share this year -- but in 2004 the challenger got 41.285% of the vote and this year it was 41.2573% (with only about 350 more votes than last time). The incumbent&amp;#39;s total went down almost 2,000 votes and her share and victory margin dropped 4%. And all this despite the fact that some people seemed not to know there was a third candidate in the race -- and despite the fact that some people who should have known better passed on a rumor that voting what Michigan law calls a &amp;quot;split ticket&amp;quot; (using that straight-party option at the top of the ballot but then marking exceptions to it in individual races) would cause the tabulators to reject the ballot. (Did anyone else face inaccuracies like that?) &lt;br&gt;&lt;br&gt;&lt;b&gt;Cass COUNTY/Newberg Township Clerk: &lt;/b&gt;&lt;br&gt;Korine Bachleda was RE-elected this year! She ran as a write-in in 2006 and got 19 votes -- because she didn&amp;#39;t know then that she could run as a Green. After winning, she asked the County Clerk to record her as a Green. This year we nominated her as a Green -- and she ran unopposed as a Green, and got 419 votes. Of course, she couldn&amp;#39;t improve her 100% share of the votes -- but at least 419 people noticed that she was on the ballot under our party&amp;#39;s banner this year. . . . &lt;br&gt;&lt;br&gt;&lt;b&gt;Grand Traverse COUNTY/Commissioner/7th District:&lt;/b&gt; &lt;br&gt;We&amp;#39;ve had local candidates there before, but I couldn&amp;#39;t find another race in that district -- so Tom Mair&amp;#39;s 1,313 votes mark another first for GPMI. And he got almost 30% of the vote as the only alternative on the ballot to a Republican incumbent. &lt;br&gt;&lt;br&gt;&lt;b&gt;Macomb COUNTY/Commissioner/21st District:&lt;/b&gt; &lt;br&gt;Stephen Weed finished 4th (with 340 votes, 2.7885% of the total) in a 5-way race that resembled some of this year&amp;#39;s state House races -- Democrat beats Republican by a big margin, Green beats US Taxpayers candidate but ends up behind the Libertarian. &lt;br&gt;&lt;br&gt;&lt;b&gt;Wayne COUNTY/Prosecutor: &lt;/b&gt;&lt;br&gt;Matt Abel followed in the broad electoral footsteps of Art Myatt as the only challenger to a metro-Detroit countywide figure. And, like Art, Matt would easily have re-qualified GPMI for the 2010 ballot -- if that were allowed. (The Bureau of Elections thinks not. OTOH, I don&amp;#39;t recall them mentioning any cases, so that may just be their opinion. Anyway, we don&amp;#39;t need to worry about it for now.) Matt got over 64,000 votes and over 8% of the total -- though exact figures are uncertain because sources differ. &lt;br&gt;&lt;br&gt;&lt;b&gt;Wayne COUNTY/Commissioner/5th District: &lt;/b&gt;&lt;br&gt;Dianne Feeley topped Matt&amp;#39;s vote percentage in her district, with 2,840 votes (8.627% of the total) in another two-way race against a Democratic incumbent. &lt;br&gt;&lt;br&gt;&lt;b&gt;Wayne COUNTY/Commissioner/6th District: &lt;/b&gt;&lt;br&gt;Lou Novak had a tougher row to hoe in his race, but still topped 1,000 votes (1,029) and almost reached a 2% share (1.9038%) in his effort to defeat another Democratic incumbent. &lt;br&gt;&lt;br&gt;Oh, yes, and one more result: &lt;br&gt;&lt;br&gt;&lt;b&gt;PROPOSAL 08-1 (Medical Marijuana):&lt;/b&gt; &lt;br&gt;Won with 3,008,980 votes (62.6629%) -- in other words, won by 25%+. Delegates&lt;br&gt;------------&lt;br&gt;A. Each county is entitled to as many voting delegates to the convention as there were GPMI members in good standing living in the county as of May 27, 2008 (60 days before the convention). Members of cross-jurisdictional GPMI locals (such as Labor Greens or Campus Greens) or members not affiliated with any GPMI locals shall be counted with their counties of residence.&lt;br&gt;&lt;br&gt;B. Any county caucus which has selected delegates to the state convention shall send the Meeting Manager a list of those selected, so the Meeting Manager can verify that they are GPMI members in good standing and pre-credential them as delegates. If anyone selected as a delegate is found not to be a GPMI member in good standing, the Meeting Manager shall notify the caucus officers who sent in the list.&lt;br&gt;&lt;br&gt;If a selected delegate cannot attend, and/or if the caucus does not select a full delegation, then any GPMI member in good standing as of May 27, 2008 who lives in that county and attends the convention is automatically eligible to fill a vacancy in the delegation. Any GPMI member who achieved or regained good standing after May 27, 2008 who lives in that county and attends the convention is eligible to be considered by a credentialing committee (if any) and approved by the convention to fill a vacancy in the delegation.&lt;br&gt;&lt;br&gt;C. Any GPMI member in good standing as of May 27, 2008 who lives in a county for which no caucus was held and who attends the convention is automatically eligible to fill a vacancy in that county&amp;#39;s delegation. Any GPMI member who achieved or regained good standing after May 27, 2008 who lives in such a county and attends the convention is eligible to be considered by a credentialing committee (if any) and approved by the convention to fill a vacancy in the delegation.&lt;br&gt;&lt;br&gt;D. The Meeting Manager, working with others as necessary, shall have a list of membership at the check-in site for the convention. This list shall include at least the name and county of residence of each GPMI member, as well as whether or not that member was in good standing as of May 27, 2008 and whether or not the member was selected as a delegate by the valid 2008 nominating caucus for the member&amp;#39;s home county.&lt;br&gt;&lt;br&gt;E. If there are more GPMI members present from a county who are eligible to serve as convention delegates than that county is entitled to have, then either:&lt;br&gt;&lt;br&gt;* those members from that county shall decide among themselves who shall be seated as delegates; or&lt;br&gt;&lt;br&gt;* the Meeting Manager shall assign delegate spots based first on whether or not a member was in good standing as of May 27, 2008 and then on the order of registering at the convention.&lt;br&gt;&lt;br&gt;F. The convention&amp;#39;s first order of business shall be to receive and decide on a report from the Meeting Manager (and a report, if any, from a credentialing committee) on delegate credentials. The report(s) shall cover, to the extent possible:&lt;br&gt;&lt;br&gt;1) the number of delegates each county is entitled to under GPMI by-laws;&lt;br&gt;&lt;br&gt;2) the number of GPMI members in good standing from each county, with information on how many joined or renewed since May 27, 2008 and how many former members in good standing have had their memberships expire earlier in 2008;&lt;br&gt;&lt;br&gt;3) the number of GPMI members present from each county who either were pre-selected to serve as delegates or are automatically eligible to fill vacancies and serve as delegates;&lt;br&gt;&lt;br&gt;4) the number of GPMI members present from each county who can only serve as delegates if they are approved by the convention to fill vacancies, and the number of vacancies remaining for each such potential delegates; and&lt;br&gt;&lt;br&gt;5) information on any cases where someone&amp;#39;s qualification to serve as a delegate is questioned or disputed, with any recommendation from the credentialing committee.&lt;br&gt;&lt;br&gt;All of the pre-selected and automatically eligible delegates present shall decide whether to approve this report as is or make any changes. Decisions shall be by consensus or a 2/3 vote, and approval shall have the effect of credentialing as delegates the people described in 4) above and recognizing or revoking the credentials of people described in 5) above (according to the recommendations from the credentialing committee as amended from the floor).&lt;br&gt;&lt;br&gt;G. If and as practical, each delegate&amp;#39;s credentials shall indicate the county where he/she lives.&lt;br&gt;&lt;br&gt;II. Nominations&lt;br&gt;================&lt;br&gt;A. The Meeting Manager shall prepare and coordinate a schedule for the consideration at the convention of anyone seeking nomination to appear in the GPMI column on the November 4, 2008 general election ballot as a GPMI candidate for any office or seat for which GPMI is entitled to nominate a candidate at the convention. To the extent practical, this schedule shall allow possible candidates to make brief statements in support of their candidacy (and to answer questions from the convention).&lt;br&gt;&lt;br&gt;B. The Election Coordinator shall compile all replies to the GPMI vetting questionnaire he/she receives from any candidate seeking to be considered for nomination at the convention:&lt;br&gt;&lt;br&gt;* in hard copy by mail, fax, etc. at least two weeks before the convention; or&lt;br&gt;&lt;br&gt;* in readable plain-text or Adobe Acrobat PDF form at least one week before the convention&lt;br&gt;&lt;br&gt;into one document, and make and provide copies for all delegates. Candidates may also bring their own copies of their responses -- and/or any other campaign materials -- to distribute to delegates.&lt;br&gt;&lt;br&gt;C. If only one person seeks the GPMI nomination for a single office or position, that person must be approved by consensus or a 2/3 vote in order to be nominated by GPMI for that office.&lt;br&gt;&lt;br&gt;If two or more candidates seek the GPMI nomination for a single office or position, an instant-runoff vote shall be taken by secret ballot (unless some other method is approved) to determine the general order of preference between or among the candidates. Once the order of preference is determined, the first-choice candidate shall be presented to the convention for approval by consensus or a 2/3 vote. If one candidate is not approved, the next candidate in order of preference shall be presented to the convention for approval in the same way. If no candidate is approved for an office or position, the convention shall decide whether to reconsider any or all candidates, invite more nominations and repeat the instant-runoff vote, try again later in the convention, or give up on nominating anyone for the office or position.&lt;br&gt;&lt;br&gt;D. For offices where more than one seat at a time is to be elected, if there are no more candidates seeking the GPMI nomination than there are seats available, each candidate must be approved by consensus or a 2/3 vote to be nominated. (If there is consensus on all candidates at once, no separate decision need be made.)&lt;br&gt;&lt;br&gt;If there are more candidates for a GPMI nomination for an office or position than there are places on the ballot, an instant-runoff vote shall be taken by secret ballot (unless some other method is approved) to determine the general order of preference between or among the candidates. Once that order is determined, the first-choice candidate shall be presented to the convention for approval by consensus or a 2/3 vote. This shall be done with each candidate in order of preference until either enough candidates are nominated to fill all spots on the ballot or all candidates have been considered. If there is a spot left unfilled, the convention shall decide whether to reconsider any or all not-yet-nominated candidates, invite more nominations and repeat the instant-runoff vote with the new list of candidates, try again later in the convention, or give up on nominating anyone more for the office or position.&lt;br&gt;&lt;br&gt;E. All convention delegates shall take part in any decision whether to nominate someone for any statewide office or position. If an office or position would serve a district or constituency crossing county borders, delegates representing all counties wholly or partly in that district shall take part in that nomination process. If an office or position would serve a district or constituency entirely within a county&amp;#39;s borders, the delegates representing that county shall take part in that nomination process. District or county delegates may choose to caucus separately or with all other delegates at the convention, and to include or exclude all other delegates at the convention in the nomination decision. (But no county or district caucusing may be done at the convention if there are no delegates from the affected county or district present.)&lt;br&gt;&lt;br&gt;F. If no caucus has been held for a county, then GPMI may nominate someone at the convention (by the whole convention or by a separate caucus) for any partisan office up for election in that county. If a caucus was held for a county, but the caucus did not nominate anyone for some partisan office or position, then (to the extent permitted by law) the convention may consider requests for nominations for such office or position. (This would be done by the convention as a whole, since a caucus once held and closed could not be reopened.) However, any discussions or decisions on such a nomination by the previous county caucus shall be considered by the convention, and no such nomination shall be approved without consensus or a 2/3 vote from both the convention as a whole and the delegation of that county.&lt;br&gt;&lt;br&gt;III. Endorsements&lt;br&gt;------------------&lt;br&gt;By state law, GPMI may not nominate candidates for any non-partisan offices (except the nominally non-partisan State Supreme Court). However, it may endorse candidates for non-partisan offices. After all decisions have been made about whether or not to nominate GPMI candidates for office, any GPMI member or other person attending may ask the convention to endorse a non-partisan candidate. As the convention&amp;#39;s schedule permits, those who ask GPMI for endorsements may have a brief opportunity to introduce themselves (and to answer questions from the convention). The convention shall also hear any report from any caucus which has also considered the endorsement. Any decision to endorse must be made by consensus or a 2/3 vote.&lt;br&gt;&lt;br&gt;IV. Other Business&lt;br&gt;-------------------&lt;br&gt;The GPMI state convention is also a state membership meeting. As such, it may do party business as is done at other SMMs -- including considering proposals that the party take and/or declare publicly positions on ballot questions or other issues of public interest. I think it is important to  address the nature of our economic system as based in unsustainable use  of fossil fuels and excessive consumption. I think it should be at the  end. I dropped the point about food stamps; the question of income and  unemployment benefits addresses the need for food, clothing and  shelter. I think we should support the nationalization of the banks and  the auto industry as the first step in the reconversion of our state  economy. To let the bankruptcy method strip the factories of their  wealth without community input and control is just more wall street  dictators. Nationalization gives us the chance to engage the dialogue  over what to do.&lt;/font&gt;&lt;br&gt;&lt;br&gt;I don&amp;#39;t want to attack the stimulus  package as such because it is the only place that new money for  extended unemployment benefits, extra aid for poor people, extra money  for housing, etc. is coming from. More ethanol&lt;br&gt;production here will increase food prices faster. Meanwhile, it is&lt;br&gt;debatable whether ethanol production even produces more energy than&lt;br&gt;goes into it.&lt;br&gt;&lt;br&gt;Therefore, the GPMI calls for eliminating 25% of the unsustainable&lt;br&gt;demand for energy in Michigan by a combination of efficiency and&lt;br&gt;conservation. This means pushing programs to build &amp;quot;green buildings&amp;quot;&lt;br&gt;that have positive relations to the environment. It means advancing&lt;br&gt;public transportation and eliminating the nearly total dependence our&lt;br&gt;population now has on automotive transportation. Further, automotive&lt;br&gt;transportation must be made much more fuel efficient, with&lt;br&gt;considerably higher CAFE standards than those now imposed to&lt;br&gt;drastically reduce carbon and other emissions. These higher standards&lt;br&gt;are well within reach of American automakers, since they already make&lt;br&gt;such vehicles to market in other nations. It&amp;#39;s a hard to follow complex of giveaways (the Troubled Asset Relief Program, or TARP), loans (to the auto companies, for example), tax rebates (Remember your stimulus check in 2008?), Federal Reserve guarantees for money market funds and some commercial paper), guarantees for the mortgages provided by the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac), and so on. &lt;br&gt;&lt;br&gt;The figure given above is an estimate, not a precise number. The total cost is a moving target in any case. Obama&amp;#39;s economic stimulus plan is expected to cost another $800 billion, which will bring the total to roughly $8 trillion - $8 trillion and counting in one year. That is approximately $27,000 for each inhabitant of the United States, or a debt of more than $100,000 for a family of four, in one year of economic crisis. &lt;br&gt;&lt;br&gt;The median annual household income in the United States was about $50,000 in 2007. If the depression continues to get worse, the median income may be less in 2009. If a family making $50,000 a year ran up additional debts of $100,000 in a year, we would suspect them of being financially stupid or reckless or both. That is exactly the level of debt that is being run up for us by broad bi-partisan agreement, also known as the two-party system. We suspect our Democratic and Republican elected officials are stupid or reckless or both.&lt;br&gt;&lt;br&gt;All this debt is supposed to bring about an economic recovery. It is not working. &lt;br&gt;&lt;br&gt;This is not an opinion, it is an observation. &amp;quot;Confidence&amp;quot; of financial institutions in other financial institutions has not been restored by the actions of the government. Consumer and business loans are scarce, even for people and companies with good credit histories. Housing prices are still declining. The unemployment rate is rising, and so on. The economic news is generally grim.&lt;br&gt;&lt;br&gt;According to law and custom, what ought to happen with bankrupt, insolvent institutions is that they fail and formally declare bankruptcy. What is happening instead is that the government is spending trillions of dollars to recapitalize bankrupt banks. Saving companies that are insolvent by loaning them billions of dollars they will never be able to repay will not lead to economic recovery.&lt;br&gt;&lt;br&gt;The government could and should stop its efforts to stimulate the economy from the top down. What this does is preserve business that have failed. It rewards the people and institutions that are responsible for creating the crisis. it does not help the millions of ordinary people who are losing their jobs, their houses, and all else that can be lost. &lt;br&gt;&lt;br&gt;The government should instead be committed to preserving a minimum standard of living for all the people affected by business failures. This would mean instituting Medicare for everyone (universal health care), Social Security for everyone (a guaranteed minimum income sufficient to cover food and shelter) and maintenance of essential infrastructure and services. &lt;br&gt;&lt;br&gt;This would support the economy from the bottom up. It would allow a sustainable economy to emerge from the wreckage of all the unsustainable institutions and practices that have caused to the current crisis. The primary election, determining which Democrats and Republicans will be on the general election ballot, will be held on August 5. The Sierra Club endorsement process is geared to making its endorsements for the primary election. They look at the list of people who have filed by May 13, and send their questionnaire to these people. Other endorsing organizations follow a similar schedule. &lt;br&gt;&lt;br&gt;One reason that GPMI candidates have not gotten endorsements is that the Sierra Club and similar organizations have not known who our candidates are in time to fit into their endorsement process. Other reasons have been that the Sierra Club and similar organizations (Planned Parenthood, UAW, etc.) are in the habit of endorsing Democrats and that one of the criteria they use in evaluating candidates is their estimation of &amp;quot;electability.&amp;quot;&lt;br&gt;&lt;br&gt;Even if we have candidates meeting their formal schedule, the chance that our candidates will actually get endorsements is, in my opinion, very slim. However, if we do not have candidates meeting their schedule, the chance is zero, and not every potential GPMI candidate agrees with me about the prospects of getting major organization endorsements.&lt;br&gt;&lt;br&gt;The above is a lengthy list of requirements, but I believe it is the minimum needed to be considered as a serious candidate deserving endorsements. I also believe that someone seeking to &amp;quot;stand&amp;quot; for office and intending to keep the total campaign expenses below the $1000 waiver level will not qualify for endorsement by an outside organization and should not be on this list. &lt;br&gt;&lt;br&gt;&lt;b&gt;What should listed candidates get from GPMI?&lt;/b&gt;&lt;br&gt;&lt;br&gt;They will get a listing and a page on the GPMI web site. On the page, their answers to the Vetting Questionnaire will be posted, along with their campaign statement and the mailing address of their campaign committee. Neither their answers to questions nor their campaign statement will be approved or in any way censored by the organization. If they provide a head shot (campaign photograph) and short biography, that will be also be included on the candidate page. If a candidate has a campaign web site, the link to that will be included on the candidate page. The list of personal endorsements of GPMI members will not be carried on the GPMI web page. &lt;br&gt;&lt;br&gt;From discussions on the Sierra Club political committee of which I am a member, I believe that inclusion on an official GPMI list will be accepted as equivalent to filing for the Republican and Democratic party primaries for purposes of considering an endorsement. If there are candidates who meet all requirements except the date, they should be put on the list whatever the date. &lt;br&gt;&lt;br&gt;After nominations are closed, I would like to see every candidate, running or standing, listed, with a basic page in a uniform format, on the GPMI web site, ASAP.
