Attend the state membership meeting (SMM) if possible. If it is not possible to attend, be sure someone can get the SMM materials to you. Make sure someone (designated as the scribe) is taking notes at the SMM. Gather samples of written proposals circulated at the meeting. When the meeting is over, get a copy of the raw notes from the scribe.

Using the notes and reference material, write up the minutes in the form of decisions reached at the meeting. Circulate the draft minutes on MigreensSCC and Migreensbiz Yahoo Groups for additions and corrections. When the minutes as revised are accepted by the SCC, save the file in ".pdf" format and send it to the GPMI web steward to be added to the MiGreens web site. The file, with supporting materials (raw notes, files of resolutions, etc.) should also be transferred to the appropriate folder in the "Files" sections of the MigreensSCC and Migreensbiz Yahoo Groups sites.

Repeat at the next SMM.

In addition, at a nominating convention, the record keeper is responsible for making sure the candidate forms are available and that a notary public is there to notarize forms where that is required by the state. Further the record keeper is responsible for assuring the delivery of forms to the Secretary of State or county clerk's office. This task may be delegated to volunteers.


  • Locals Liaison - Eric Borregard

Without prejudice to the new LL and his plans for the position, the original purpose of the position is as follows:

The Locals Liaison oversees the state party's relationship with locals, nurturing startup locals and providing assistance to established locals (this intent was prior to a functioning SCC, which has reps from locals). The LL takes applications for local recognition, ensures that they are complete, and formally forwards to the SCC for disposition. The LL can and should seek to engender locals where there are none. To this end the LL is encouraged to set up a coordinator system for each county; the coordinators act as advance agents for the party, engendering interest through appealing to established groups, talking with the media, arranging events, and raising the profile of the party.

The first of these would be the newsletter editor. The quarterly newsletter has been an important public face for this party for years. The first editor that I remeber was Steve Herrick (with the tabloid-sized Amber Waves of Green). Then Linda Myatt (the magazine-sized AWOG) did the job for several years. Now Fred Vitale (with Green Light) has taken over the function. The editorship changes have been approved by discussion and consensus at SMMs, but the position has never been defined in bylaws.

The second is web site manager (aka webmaster in the usual designation, or web steward to use a term more in line with labor movement traditions) for the migreens.org web site. Various people have done this job over the years: Craig Harvey, Mary Anglin, Lou Novak, Doug Baker, and possibly others that i don't know about. This is another public face for the party, and an important one. If Newsletter Editor is to be added to the bylaws, then Web Steward should also be added.

I think the rulebook is meant to record rules established for the SCC and other committees, not specifically officer roles (which are listed in the bylaws).

The bylaw reads:

Article V, Section 2:
"H) The SCC shall ensure that, whenever the GPMI passes a motion that creates standing policy or procedure, such decisions are compiled and maintained in a document to be known as the GPMI “Rulebook”, along with any other standing or ad hoc committee policies and procedures submitted. The SCC shall also ensure that:
i) A hardcopy of the most current Rulebook is available for use at every statewide party meeting.
ii) The Rulebook is readily available to all GPMI members and locals
and is maintained in its entirety in at least one generally accessible electronic format (such as flat text, Rich Text Format, or HTML) in addition to any other electronic or non-electronic formats."

A page with officer duties, and how they have been done in the past could be very helpful for new officers or new GPMI members.

But I think the rulebook is meant to record broader policies and procedures. For example we currently try to maintain a gender balance for our National reps and delegations as a policy, but I don't think it is listed as a rule anywhere.

I had suggested the SCC database because SCC members should already have access, but I am willing to work here or elsewhere to see that we at least attempt to compile the rulebook.
