The following is the way I would write the statement.
Harley
We need to create a sustainable economy that uses much less energy and other resources. The Green Party did not support the Bush bailout and does not support the Obama stimulus. We do support an entirely different approach to the economic crisis.
1. A real safety net to protect the people - unemployment benefits for all unemployed; a 25% increase in food assistance program benefits; a national health care program covering everyone; a moratorium on foreclosures and utility shutoffs; a path towards citizenship for immigrants.
2. A Green public works program -- jobs for everyone rebuilding our infrastructure, improving education, creating public spaces, gardens and organic farms as part of a green program to revitalizate our state. The emphasis should be on conservation of energy, using it efficiently, and developing renewable sources of energy to replace the use of fossil fuels in order to provide drastic reductions in greenhouse gas emissions to stop global warming.
3. A peaceful and democratic foreign policy – Immediate elmination of all US foreign military bases and a stop to the money and weapons that subsidize Israel's oppressive occupation of Palestine.
4. We need to completely redesign our economy and our government which are failing both the people and the planet. We need grassroots democratic control of all the resources of society so that we focus on the needs and potentials of people.

These numbers include all state-level recounts (finalized 12/20/08 by the Bureau of Elections) and equally-final counts from the respective counties. They don't do much to change the analysis Art posted back in November -- but for the sake of accuracy. . . .

At least this way people can see what's coming (or at least what I *know* is coming) a bit *before* the convention. Maybe some folks can even call some references. . . . If I'm missing something (or messing up something), please tell me -- as gently but as quickly as possible. The sooner I'm alerted, the more chance I have to squeeze yet more time out of my studying schedule to update this before I have to copy it.

This is the kind of thing Sierra Club does - all symbolism, no substance. It won't save much, if any, electricity and what little it does save will be during an off-peak hour. It won't even be dark yet at 9:00 pm eastern daylight saving time at 42-plus degrees north latitude. It would make more sense to repeal daylight saving time. DST is at least a legislative creation. If anybody notices Dark Thursday at all - which I pretty much doubt - it'll only further marginalize us as a serious political party. How far do we want to go with this - turn off streetlights and traffic signals?

I just ran as a green party candidate in a local non-partisan race. I kept my GP affiliation under the radar as I felt that I stood a better chance of getting elected without going public about it.
Other GP (former) candidates and members clearly let me know that they would not support my stance, or my campaign.
At any rate, I hope other former, and future candidates, will post their outlooks on running, winning or losing. I hope we get better at winning, and at supporting our candidates.

I think the rulebook is meant to record rules established for the SCC and other committees, not specifically officer roles (which are listed in the bylaws).
The bylaw reads:
Article V, Section 2: "H) The SCC shall ensure that, whenever the GPMI passes a motion that creates standing policy or procedure, such decisions are compiled and maintained in a document to be known as the GPMI “Rulebook”, along with any other standing or ad hoc committee policies and procedures submitted. The SCC shall also ensure that: i) A hardcopy of the most current Rulebook is available for use at every statewide party meeting. ii) The Rulebook is readily available to all GPMI members and locals and is maintained in its entirety in at least one generally accessible electronic format (such as flat text, Rich Text Format, or HTML) in addition to any other electronic or non-electronic formats."
A page with officer duties, and how they have been done in the past could be very helpful for new officers or new GPMI members.
But I think the rulebook is meant to record broader policies and procedures. For example we currently try to maintain a gender balance for our National reps and delegations as a policy, but I don't think it is listed as a rule anywhere.
I had suggested the SCC database because SCC members should already have access, but I am willing to work here or elsewhere to see that we at least attempt to compile the rulebook.

We've had the problem for some time that:
- The bylaws are cumbersome
- Officer job descriptions are taken as the *minimum* to be done, since they are in the bylaws
- Officer job descriptions are 'written in stone' because they are in the bylaws
Whether the Rulebook as described in the bylaws is the correct place or not, the officer descriptions need to be somewhere else than the bylaws, and advisory rather than descriptive, or perhaps *proscriptive*, listing what officers' limits of duty are, i.e., what *not* to do.
Also, GPMI has the problem of a lack of institutional memory, has no central place to collect its decisions, and therefore routinely fails to act on its decisions. Whether these decisions need to be in the Rulebook or some other instrument , they do need to be collected and posted somehow, readily accessible to the membership and the public.
As for gender balance, we attempted to add that to the bylaw on the national delegation, but strenuous objections occurred, mostly of the anti-quota variety, and with (legitimate) pointing out that the bylaws elsewhere did not mandate gender balance. We never resolved that conundrum, so gender balance was stripped from the bylaw before passage.
